新疆常年开放口岸全部恢复货运通关运行

4月28日，中蒙老爷庙口岸恢复货运通关。至此，新疆14个常年开放口岸和 1个季节性口岸货运通关全部开通运行。

April 28, 2022, Laoyemiao port on the China-Mongolia border, resumed cargo customs clearance. Up to now, 14 perennial open ports and 1 seasonal open port in Xinjiang Uyghur Autonomous Region have all resumed cargo customs clearance.

老爷庙口岸位于哈密市巴里坤县哈萨克自治县三塘湖境内，与蒙古国戈壁阿尔泰省相邻，作为促进哈密外向型经济发展的重要支撑点，自1992年开放以来，老爷庙口岸现已成为我国“丝绸之路经济带”与蒙古国“草原之路经济带”的重要契合点。蒙古国能源资源产品、牛羊肉、活畜等产品的进口发展前景非常广阔，老爷庙口岸的地缘优势和战略地位优势日益凸显。

Laoyemiao port is located in Santanghu, Balikun Kazakh Autonomous County, Hami City, Xinjiang. It borders with Mongolia. Since its operation in 1992, Laoyemiao land port has become an important conjunction point between China’s Silk Road Economic Belt and Mongolia’s Steppe Road Program. The import prospects of Mongolia’s energy resources products, beef and mutton, live animals and other products are broad. The geographical and strategic advantages of Laoyemiao port will be increasingly prominent.

2020年初，受新冠肺炎疫情影响，新疆周边国家单方面关闭口岸。今年以来，为统筹做好疫情防控和经济社会发展，新疆各口岸按照国务院联防联控机制工作要求，在口岸疫情防控常态化基础上，加快恢复口岸货运，形成公路、铁路、航空国际货运立体运输网络。

At the beginning of 2020, affected by the Covid-19 pandemic, some of the neighbouring countries to Xinjiang has closed the ports unilaterally.Since this year, in order to coordinate epidemic prevention and control and economic and social development, in accordance with the requirements of the joint defense and control mechanism of Xinjiang, all the ports in Xinjiang has speed up the resumption of cargo transport on a regular basis of epidemic prevention and control. A three-dimensional transport network of highway, railway and air international cargo transport has been formed.  

新疆各口岸克服疫情影响，持续优化口岸防疫与通关流程，推动落实甩挂、吊装、界桥交接等非接触式通关模式，不断提升便利化水平，巩固与哈、塔、吉等国建立边境地区联防联控机制成果，推动与中亚国家防疫和通关“双促进”，保障国际供应链产业链畅通，助力新疆外贸稳定增长。一季度新疆外贸进出口总值378.3亿元，同比增长34.9%；新疆与“一带一路”沿线国家进出口增长近5成；新疆公路口岸进出口货运量已接近2019年同期水平。

Xinjiang has improved customs clearance efficiency despite the Covid-19 pandemic. In the first quarter of 2022, the total value of export and import trade in Xinjiang was 37.83 billion yuan, with 34.9% year-on-year growth. The export and import trade with countries along the Belt and Road Initiative increased by nearly 50%. The export and import freight volume of highway ports in Xinjiang has approached the level of the same period in 2019.

新疆是边境口岸大区，是丝绸之路经济带核心区，是我国向西开放的重要节点，在疫情防控常态化背景下，畅通口岸在服务国内国际双循环、服务国家外交大局、服务地方经济发展等方面的重要性愈加凸显。

As the core area on the Silk Road Economic Belt, Xinjiang is an important node for China’s westward opening up. In the future, it will play bigger roles in serving the domestic and international circulations, the national diplomacy and regional economic development.

今年是我与中亚五国建交30周年，新疆各口岸将聚焦国家“十四五”口岸发展规划与自治区“十四五”口岸建设规划，立足新疆区位优势和产业优势，在畅通向西开放通道、支持开放平台建设、优化口岸营商环境等方面持续发力，助力国内国际双循环发展，与中亚国家深化共建“一带一路”合作，推动口岸高质量发展，以建设丝绸之路经济带核心区为驱动，积极拓展与丝绸之路沿线国家和地区多层次、多领域务实合作，以高水平开放推动高质量发展。

This year marks the 30th anniversary of establishing diplomatic relations with Central Asian Countries. We will focus on the14th five-year plan from 2021 to 2025 on developing the ports, based on Xinjiang’sgeographical and industrial  advantages, deepen cooperation with central Asian countries in building the Belt and Road Initiative, promote high-quality development with high-level opening up.
